CAS Governance Foundation
Purpose
This document explains the governance foundation of the Continuous Architecture System (CAS).
It describes why governance exists, the capabilities currently implemented, and how governance artifacts evolve from architectural signals into institutionalized patterns.
This is a platform narrative rather than an implementation specification.
Why Governance Exists
Traditional architecture governance is often periodic, manual, and disconnected from delivery.
Architecture reviews happen after decisions have already been made, creating delays, inconsistent decision-making, and limited organizational learning.
CAS takes a different approach.
Governance is treated as a continuous capability embedded into the architecture lifecycle.
Rather than governing only completed solutions, CAS governs the evolution of architectural knowledge itself.
The objective is to continuously transform:

Governance Principles

Governance is not a stage.

Governance decisions continuously influence future architectural work.
Traceability First
Every governance artifact must be traceable.
Governance decisions should never appear without supporting evidence and lineage.
CAS therefore maintains explicit relationships between:

Human Decision Authority
CAS supports governance decisions but does not replace them.

Architectural authority remains with architects and governance forums.
The governing principle is:

Pattern Proposal

They represent candidate patterns that may become institutional knowledge.
A proposal does not imply approval.
A proposal indicates:

Promotion Recommendation
Promotion recommendations assess whether a proposed pattern should progress toward institutionalization.
Recommendations evaluate:

Recommendations support decision making.

Promotion Decision
Promotion decisions capture architectural intent.
The responsible architect records whether the pattern should:

An ADR formalizes governance intent.
The ADR captures:

Governance Forums review ADRs.

It visualizes governance artifacts without becoming the source of truth.
