Problem
AEM roadmap item "Rule Context Builder implementation" was marked as NEXT without an associated ADR, violating governance rules that require all decisions to be persisted as structured decision records.
Rationale
The Rule Context Builder is required to: 1. Automate the manual rule context injection currently in place 2. Ensure deterministic governance application across all prompt executions 3. Close the gap between AID intent (automated governance flow) and implementation (manual process) 4. Enable CAS transition from prompt-driven to system-driven governance
